I never thought of that! You bring up an interesting story arc. I guess if they lived under the Bureau’s reign with GP and GDs Tris and Tobias’s relationship would be frowned upon. But in Chicago I don’t think it would have been an issue if the faction system stayed intact. Fourtris would never let the Bureau break them up.
I do believe conducting genetic testing and telling Tobias he was GD was a way for them to put a fracture there. David knew they were a force to be reckoned with. Together they are unstoppable. I agree with flyingtumbleweed and would argue Tobias was divergent. I felt the bureau just told him he wasn’t because they knew that would do damage taking away that one trait he held onto. Like Jeanine said, his divergence was weaker, which I think was a product of Marcus’s punishments. Marcus was always wary that his son was divergent. In some sick sense Marcus telling himself and Tobias “this is for your own good” was his demented logic to justify his abuse because he was helping/protecting his son.
